When does NYCHA start paying the landlord?

The first subsidy payment depends on more than submitting a rental packet or passing inspection. Here is the sequence landlords should understand before expecting Housing Assistance Payments.

The short answer

NYCHA says subsidy payments cannot be made until the Housing Assistance Payments (HAP) contract is fully executed. Its current owner materials also describe new rental subsidy effective dates tied to the 1st or 15th, and a current Housing Navigation page says rental subsidy is paid from the day an apartment passes inspection for that program. The exact case should be verified in your NYCHA documents.

Do not treat packet submission or an inspection pass as proof that payment has started. The HAP contract and final lease-up processing still matter.

Rental packet and review

NYCHA reviews the rental request, supporting documents and proposed rent.

Initial inspection

The unit must meet applicable inspection standards before NYCHA can approve the RFTA and enter into the HAP contract.

HAP contract

After required approvals, the owner receives the HAP contract. NYCHA's owner guide says the owner must sign and return it within 15 calendar days.

Full execution

NYCHA states that it cannot make subsidy payments until the HAP contract is fully executed.

Payment

NYCHA currently says monthly subsidy payments are made electronically and, until further notice, are processed after NYCHA receives HUD funding at the start of the month.
